If you have these prerequisites you have a great foundation for making the project a success.

By doing so you have covered two out of three key factors. Sometimes the nominated employee also has experience from previous implementations. If that is the case you have the right person in charge of the project. If you lack that experience I would encourage you to obtain that experience externally.
